If London were willing to accept the above modification, His Grace would look upon the whole question of the appropriation of the Peninsula as definitively settled upon the terms of Sir E. Lugard's letter of the 11th instant. But there are two minor points to which I am to request you to call the attention of the Secretary of State for your consideration.
Among the sites mentioned in the above letter are "Lyemoon Pass and opposite shore, North Point &c" "to command approaches" "to Harbor from Eastward". I am to point out that the Colony has no control over the opposite shore, which forms part of the dominions of the Emperor of China; and no sites for Batteries can therefore be reserved there.
As to the second point, namely compensation to be paid to the Chinese occupants of Kowloon Land, I am to observe that "all persons who may be dispossessed for War Department purposes will be compensated by the War Dept., the amount of compensation being fixed by the Commanding Royal Engineer in conjunction with the Surveyor General of the Colony, and such other...
